Youth Programs Director

Position Summary:

Manages youth programs including but not limited to Workforce Investment Opportunity Act (WIOA),
YouthWorks, and special youth grants. Coordinates programs to integrate with Connecting Activities Program. Develops and maintains effective relationships with youth services providers, Career Center partners, social service organizations, funding partners and local/state/federal government agencies. Supervises Youth Programs staff.

Essential Functions/Responsibilities:

  1. Stay up to date on Franklin Hampshire and North Quabbin youth needs, model youth workforce programs, and advise FHWB management on youth programming continuous improvement.
  2. Attend FHWB Youth Council meetings as well as regional and statewide youth programming
    Attend community coalitions as related to area youth needs.
  3. Manage WIOA Youth services including contracting and oversight of youth services providers,
    youth eligibility verification and record keeping, manage official participant records which are
    stored at the WB Office, MOSES (Massachusetts One Stop Employment System) data entry,
    and management of the WIOA Youth program performance.
  4. Develop, monitor, and provide guidance/technical assistance to WIOA Youth Services providers
    in successfully implementing the WIOA Youth sub-recipient contract including but not limited to:
  1. Conduct regular meetings with the WIOA Youth Services Providers to review program
    progress, verify barrier identification and eligibility of applicants for enrollment, review
    lists of active participants, review performance reports, and provide technical assistance
    regarding regulatory information from MA Department of Career Services and U.S.
    Department of Labor.
  1. Provide and train WIOA Youth Services provider in all forms used in documentation of
    eligibility, Individual Service Strategy requirements, case management, and any other
    information needed for documentation/MOSES data entry.
  2. Train service provider staff in accurate data collection and performance tracking in Excel
    format to align with MOSES tracking.
  3. Conduct annual on-site monitoring of the WIOA Youth Services provider including
    participant file review, documentation of services provided, performance compared to
    planned performance in the contract, and written monitoring report noting findings of
    the monitoring and any required operational modifications needed with copies to FHETC
    Management and FHWB.
  1. On a monthly basis receive and review updates from Youth Services provider on WIOA
    participant progress notes, enrollment into program elements, case management goals,
    and proposed exits, and follow up information from Youth Services provider for entry
    into MOSES.
  1. Participate in regular job readiness workshops and career pathways introductory
    workshops provided by Youth Services provider for WIOA participants to remain familiar
    with program elements and to engage directly with youth.
  1. Other WIOA Youth tasks as needed.
  2. Research and remain up to date on all regulations, policies, issuances, Training Employment Guidance Letters, performance measures, and labor market information related to workforce programs particularly youth programs from MA Department of Career Services and U.S. Department of Labor.
  3. Assist Franklin Hampshire Workforce Board in developing the Youth Services Request for
    Proposal and review/selection of regional Youth Services providers.
  4. Ensure WIOA Youth services are well integrated with other Career Center services by conducting
    tours of Career Center offices for WIOA youth, provision of special workshops for WIOA youth
    on an as needed basis (labor market information, resume, career assessment, etc., and
    coordinate with WIOA Youth Services providers and other youth serving organizations to utilize
    Career Center offices for workshops as needed.
  5. Develop with supervisor and FHETC fiscal department the WIOA youth program contract with
    regard to scope of work, program priorities, and budget and relationship between program
    and budget performance. Actual and planned budget performance will be reviewed on a
    monthly basis with supervisor and Director of finance. Review all proposed modifications of
    contract or budget with Supervisor and FHETC Finance Director for approval by Executive
  6. Collaborate with Supervisor, FHWB, Fiscal Office, and any potential subcontractors on the
    preparation of the Commonwealth Corporation funded YouthWorks grant application and
    manage the program as awarded including but not limited to:
  7. Program and grants management.
  8. Complete final eligibility verification of program participants and enrollment into
    CommCorp YouthWorks data base.
  9. Meet with Youth Services provider, if applicable, on same schedule as WIOA meetings to
    review enrollments.
  10. Participate in Job Readiness Workshops (Signal Success) provided to participants
    enrolled in YouthWorks.
  11. Monitor the development of worksites for participants.
  12. Coordinate program enrollments and program expenditures with Finance Director.
  13. Participate in CommCorp trainings and workshops for YouthWorks grantees.
  14. Provide CommCorp with all required program and data base management reports.
  15. Provide technical assistance to Youth Services provider, if applicable, in the operation of
    the YouthWorks programs.
  16. Manage and supervise Youth Programs staff including but not limited to staff assignments,
    schedules, training, professional development, and performance evaluations.
