The MassHire Franklin Hampshire Workforce Board (FHWB) serving Franklin and Hampshire Counties and the four North Quabbin towns is seeking proposals from qualified workforce development organizations to provide Workforce Innovation and Opportunity Act (WIOA) services to include career center operations/services throughout the region. The provision of these services is to be funded by WIOA, Title I, Public Law 112-128 (www.dol.gov/agencies/eta/WIOA). FHWB reserves the right to reject any or all proposals.
Bidders Conference: November 16, 2020, at 10:00 AM*
Answers to Questions and Bidders Conference Notes: November 23, 2020, by 5:00 PM
Proposals Due: January 11, 2021, by 4:00 PM**
Recommendation to FHWB: February 4, 2021
Award Notification Date: February 8, 2021
Appeal Period (if needed): February 8, 2021 – March 4, 2021
Anticipated Contract Date: July 1, 2021***

***The FHWB seeks to award a one-year contract renewable for additional three years, assuming satisfactory performance.

Amendments to RFP
On page 25, the current MassHire Franklin Hampshire Career Center is https://www.masshirefhcareers.org/.
On page 4, Employer Services states that the bulk of employer services are delivered through state staff funded by Wagner Peyser. This is an error as employer services costs have been split between Wagner Peyser funds and WIOA funds.
Page 52 and page 74 (Evaluation Criteria), it states that two previous monitoring reports should be submitted with the application. The submission of two previous monitoring reports is OPTIONAL. Any monitoring reports submitted should have MOSES IDs and any other personal identifying information redacted.
